Creates the "Triple Negative Breast Cancer Awareness" specialty license plate in Ohio, with designs approved by the Erica J. Holloman Foundation, Inc.

Requires a $25 contribution per application and renewal from vehicle owners obtaining the plates, with funds directed to the Erica J. Holloman Foundation for triple negative breast cancer awareness, charitable, and educational purposes.

Imposes a $10 administrative fee to the state bureau of motor vehicles to cover additional services for issuing these specialty plates.

Adds section 4503.556 to the Revised Code establishing eligibility requirements and registration procedures for the specialty plates on passenger cars, noncommercial vehicles, and recreational vehicles.

Amends section 4501.21 to include the new plate type in the license plate contribution fund that distributes revenues from various specialty plates to designated charitable organizations.
