Amends section 2913.04 to allow disclosure of law enforcement automated data system (LEADS) information to defendants and their counsel when formally requested pursuant to discovery rules in traffic or criminal cases.

Creates new section 5503.101 establishing that defendants' traffic or criminal records in LEADS may be disclosed to defendants and counsel through discovery requests.

Protects prosecutors and law enforcement personnel from civil or criminal liability for disclosing LEADS information in the manner authorized by this section.

Prohibits the superintendent of the state highway patrol from sanctioning or denying LEADS access to any person or entity because they provided discovery information in the authorized manner.

Ensures defendants' counsel may disclose, copy, and provide to the defendant any information about the defendant's own traffic or criminal record obtained through discovery from LEADS.
