Sub. S. B. No. 42 Summary

• Mental health professionals may provide outpatient mental health services (excluding medication) to minors age 14 or older without parental consent or knowledge upon the minor's request

• Services are limited to no more than six sessions or thirty days, whichever occurs sooner, after which the professional must either terminate services or notify the parent/guardian to obtain consent for continued treatment

• Parents or guardians are not liable for the costs of services provided under this provision

• Mental health professionals may disclose services to parents/guardians without the minor's consent only if they determine there is substantial probability of harm to the minor or others, and the minor must be notified of the intent to disclose

• Mental health professionals remain subject to all obligations under section 2151.421 of the Revised Code regarding child abuse and neglect reporting
