Appropriates $2,500,000 from the General Revenue Fund for each of fiscal years 2016 and 2017 to the Board of Regents for state matching funds for eight federal TRIO programs at Ohio institutions of higher education.

Allocates funds across eight programs: Talent Search ($312,500), Upward Bound ($500,000), Upward Bound Mathematics/Science ($312,500), Veterans Upward Bound ($312,500), Student Support Services ($312,500), Educational Opportunity Centers ($312,500), Ronald E. McNair Post-Baccalaureate Achievement Programs ($312,500), and Training Program for Federal TRIO Programs Staff ($125,000).

Board of Regents shall disburse the appropriated funds to match federal funds received by Ohio institutions of higher education for the TRIO programs.

The appropriations become effective immediately upon enactment and are not subject to referendum.
