Permits charitable organizations to conduct not-for-profit quarter auctions without requiring a bingo license.

Defines "quarter auction" as a form of bingo where winners are determined by purchasing numbered bid paddles that correspond to chips or tokens drawn from a receptacle.

Prohibits any person from conducting a quarter auction except as authorized charitable organizations under the bill; violators face misdemeanor charges (first offense) or felony charges (subsequent offenses).

Adds "quarter auction" to the definition of bingo and requires charitable organizations to maintain records of quarter auction activities, including gross receipts, expenses, and prizes awarded.

Amends sections 2915.01, 2915.07, and 2915.10 of the Revised Code and enacts new section 2915.096 to implement the quarter auction provisions.
