State Board of Education shall establish criteria, procedures, and an application form for school districts to receive bullying prevention and education grant funds.

Establishes the School Bullying Prevention and Education Grant Program with $1,850,000 appropriated for fiscal years 2016 and 2017 from the General Revenue Fund.

Grants are distributed to school districts based on enrollment: up to $1,000 (fewer than 1,000 students), $2,000 (1,000-2,000 students), $5,000 (2,000-10,000 students), and $10,000 (10,000+ students).

Programs funded must be designed specifically for middle school students and provide bullying prevention and education.

Superintendent of Public Instruction certifies total grants awarded, and Director of Budget and Management transfers matching funds from the Budget Stabilization Fund to the General Revenue Fund.
