Urges Congress to enact S. 1714, the Miners Protection Act of 2015, which re-purposes excess United Mine Workers of America (UMWA) funds for coal miner retiree healthcare and pension preservation.

Ensures UMWA pension fund solvency and protects approximately 120,000 American coal miners and retirees whose benefits are threatened by coal industry difficulties.

Provides eligible UMWA retirees who lose benefits due to employer bankruptcy or insolvency access to an existing benefit plan established under the legislation.

Prevents potential bankruptcy of the UMWA pension fund, which would otherwise shift pension and healthcare payment burdens to the Pension Benefit Guaranty Corporation (PBGC) and threaten pensions of millions of steelworkers and construction workers.

Directs the Ohio Senate Clerk to transmit copies of the resolution to U.S. Senate and House leadership, Ohio's Congressional delegation, and Ohio news media.
