Urges the United States Senate to hold hearings and vote on President Barack Obama's nomination of Merrick Garland as Supreme Court Justice to fill the vacancy created by Justice Antonin Scalia's death.

Notes that Garland was previously approved by the Senate as a federal judge on March 19, 1997, and was nominated to the Supreme Court on March 16, 2016.

States that Senate members have a constitutional duty under Article II, Section 2 to provide advice and consent on all Supreme Court nominations.

Directs the Ohio Senate Clerk to transmit copies of the resolution to the President, U.S. Senate leadership, the Senate Judiciary Committee, Ohio's Senate delegation, and Ohio news media.
