S. J. R. No. 2 - Congressional Redistricting Process

• Establishes a seven-member Ohio Redistricting Commission consisting of the governor, auditor of state, secretary of state, and four members appointed by legislative leaders of the two largest political parties.

• Requires bipartisan approval (four votes including at least two members from each major party) to adopt a congressional district plan, with a deadline of September 1 of years ending in "1".

• Sets district standards including population equality, contiguity, and minimizing splits of counties and municipalities while prioritizing compact districts.

• Permits courts to order only minor amendments for isolated violations or invalidate a plan requiring two or more district amendments; Ohio Supreme Court has exclusive jurisdiction.

• Takes effect January 1, 2021, if approved by majority vote of electors at the March 15, 2016 general election.
