Adds "waste collection vehicle" definition to Ohio traffic code: a vehicle used in collecting garbage, refuse, trash, or recyclable materials.

Requires motor vehicle drivers approaching stationary waste collection vehicles with flashing lights to either change lanes into a non-adjacent lane (if safely possible on multi-lane roads) or reduce speed and maintain safe conditions.

Establishes that failure to comply is a strict liability offense with penalties ranging from minor misdemeanor to misdemeanor of the third degree depending on prior traffic offense convictions within one year.

Imposes mandatory fine of two times the usual amount for violations, in addition to all other penalties provided by law.

Permits waste collection vehicles to display flashing, oscillating, or rotating amber lights while actively collecting materials on roadsides.
