H.B. 154 Summary

• Establishes the Commercial Truck Driver Student Aid program to provide grants and loans to eligible students enrolled in certified commercial driver's license schools in Ohio.

• Eligible students must be Ohio residents with expected family contribution of $2,190 or less, pass a drug test, have no more than three moving violations in two consecutive years, and have no DUI convictions in the past twelve months.

• Chancellor of Higher Education shall award grants equal to one-half of remaining state cost of attendance after Pell grants and expected family contribution are applied, plus matching loans in the same amount.

• Creates the commercial truck driver student aid fund in the state treasury consisting of appropriated funds and loan repayments, used for grants, loans, and program administration.

• Appropriates $5,000,000 from the General Revenue Fund for fiscal year 2018, with up to $2,500,000 allocated for grants and $2,500,000 for loans.
