Allows Fraternal Order of Police members in good standing to apply for special Fraternal Order of Police license plates for passenger cars and other approved vehicles.

Establishes a $10 fee for Fraternal Order of Police license plates to compensate the Bureau of Motor Vehicles, deposited into the public safety-highway purposes fund.

Implements a two-tier fee increase for Fraternal Order of Police license plate applications and renewals: $2 (later $5) additional fee for the first two years after the amendment's effective date, increasing to $8 thereafter, with revenues deposited into the license plate contribution fund.
