Establishes workers' compensation eligibility for peace officers, firefighters, and emergency medical workers diagnosed with post-traumatic stress disorder (PTSD) without accompanying physical injury, with benefits limited to one year maximum.

Requires state retirement systems (public employees, police and fire pension fund, school employees, and highway patrol) to notify the workers' compensation administrator when members qualify for PTSD disability benefits.

Prohibits claimants from receiving disability retirement benefits from state systems during the same time period they receive workers' compensation benefits for PTSD arising from employment.

Authorizes workers' compensation administrators to collect from employees or dependents any compensation or benefits paid for overlapping periods when both state retirement and workers' compensation claims are made for the same injury.

Expands the definition of "injury" to include PTSD for these occupational groups when diagnosed as arising from their employment duties.
