Amends Ohio Revised Code section 2909.03 to add a new division (C) establishing arson charges for recklessly causing physical harm by fire or explosion while manufacturing or attempting to manufacture controlled substances

Covers damage to houses, buildings, structures, motor vehicles, or other property of the offender or another person during illegal drug manufacturing or attempted manufacturing

Violations of division (C) are misdemeanors of the first degree, unless property damage or physical harm exceeds $1,000, in which case they become felonies of the fourth degree

Adds definitions for "controlled substance," "manufacture," and "motor vehicle" by reference to other sections of the Ohio Revised Code

Repeals existing section 2909.03 in its entirety and replaces it with the amended version
