Directs the director of veterans services and registrar of motor vehicles to develop and maintain a program issuing nonstandard license plates recognizing military service and military honors pertaining to valor and service.

Requires the director and registrar to jointly adopt rules within nine months establishing eligibility criteria, design guidelines, and documentary evidence requirements for military license plates, while prohibiting recognition of achievement awards or unit awards.

Permits qualified individuals to apply for military nonstandard license plates for passenger cars, noncommercial motor vehicles, recreational vehicles, or other registrar-approved vehicle classes, with applications combinable with special reserved license plate requests.

Amends section 307.6910 regarding the Veterans Memorial and Museum nonprofit corporation in Columbus by adding a national veterans advisory committee and conducting operations under state sunshine laws.

Repeals 21 existing sections governing individual military-related license plate designs, consolidating them into the new unified program under section 4503.29.
