Substitute House Bill 21 Summary

• Eliminates the Education Management Information System (EMIS) Advisory Board and establishes a new EMIS Advisory Council to improve the education management information system operation and provide a forum for communication between the Department of Education and stakeholders.

• Requires community school sponsors to conduct annual public comment periods on their evaluation system for 30 consecutive days, with the Department posting the evaluation framework by February 1st and compiling public comments by April 1st each year.

• Exempts certain chartered nonpublic schools meeting specific conditions (at least 95% of students with disabilities or certain diagnoses, serving that population for 10+ years) from state testing and graduation requirements under sections 3301.0712 and 3313.619.

• Implements a one-year moratorium (until September 15, 2019) on building code requirements for schools to install storm shelters in school buildings.

• Modifies community school enrollment verification procedures requiring governing authorities to adopt policies for initial and annual residency verification and allowing students to be identified by their primary residence and location of substantial family activity.
