• Amends section 4511.21 of the Revised Code to specify that speed limits become effective at the location where the speed limit sign is erected, not before.

• A speed limitation remains in effect until a different speed limit sign is lawfully erected at another location.

• Law enforcement officers may still enforce statutory speed limits in locations not marked by a speed limit sign.

• Requires the director to establish specifications in the manual for uniform traffic control devices ensuring "reduced speed limit ahead" signs are visible and give operators reasonable opportunity to decrease speed before the next speed limit sign.
