Sub. H.B. No. 231 Summary

• State Board of Pharmacy shall operate a two-year pilot program requiring schedule II controlled substances to be dispensed in lockable or tamper-evident containers at participating pharmacies.

• Lockable containers must have special packaging and a locking mechanism unlockable by key, numeric code, or electronic password selected by the patient or their representative.

• Participating pharmacies will be reimbursed by the Board for all expenses related to the program, and container costs cannot be passed to patients or third-party payers.

• Pharmacists must deliver an educational statement to patients warning about abuse, diversion, addiction, overdose, and death risks associated with controlled substances before dispensing.

• Board shall submit a report within six months after the pilot program ends assessing whether the program decreased diversion of schedule II controlled substances, with evaluation conducted by an independent third-party research organization.
