Adds "national security generation resource" definition to Ohio electricity code, defined as generating facilities owned by corporations formed before 1960 by investor-owned utilities to provide power to federal government for national defense, including Ohio Valley Electric Corporation.

Requires electric distribution utilities to include automatic cost recovery provisions for all costs (including deferred costs) associated with contractual commitments related to national security generation resources in standard service offers under competitive bidding or electric security plan processes.

Allows utilities with affiliate companies holding national security generation resource contractual commitments to use output from those affiliates in standard service offers and recover all associated costs on a nonbypassable basis.

Adds state policy goal to "ensure the continuing economic viability of historical investments made by electric distribution utilities in national security generation resources and support continued investment to preserve the ongoing benefits associated with such resources."

Specifies that when utilities withdraw applications or have applications disapproved, the Public Utilities Commission must issue orders ensuring automatic cost recovery of all national security generation resource-related costs.
