Designates April as "Respect Your Date Month" to increase public awareness of dating violence, domestic violence, sexual assault, stalking, and rape on college campuses.

Requires each state institution of higher education to adopt a comprehensive policy addressing dating violence, domestic violence, sexual assault, stalking, and rape on campus, including procedures for reporting incidents and investigating and responding to them.

Mandates the policy describe consequences for committing these offenses, including institutional disciplinary proceedings and possible penalties, and requires institutions to maintain records of all reported incidents.

Requires institutions to distribute policy copies during student orientation and post them in multiple prominent campus locations and on their website, with annual postings during April.

Defines dating violence, domestic violence, sexual assault, and stalking using the federal "Violence Against Women Act" definitions, defines rape as a violation of Ohio law, and establishes that "consent" uses the federal uniform code of military justice definition.
