POW/MIA Remembrance Act (HB254) Summary

• Requires the POW/MIA flag to be displayed at 17 specified state-operated buildings on six designated days: Armed Forces Day (third Saturday in May), Memorial Day (last Monday in May), Flag Day (June 14), Independence Day (July 4), National POW/MIA Recognition Day (third Friday in September), and Veterans' Day (November 11).

• Applies to state buildings including the state house in Columbus, state office buildings in Cleveland, Toledo, and Akron, transportation facilities operated by the Department of Transportation, state armory locations, state highway patrol posts, and the governor's residence in Bexley.

• Exempts buildings without installed flag poles as of the amendment's effective date and allows buildings to display the flag during normal business hours on workdays before or after the required display dates.

• Establishes proper flag display protocol: the POW/MIA flag must fly directly below the United States flag when on the same halyard and be no larger than the U.S. flag, with the U.S. flag always positioned to the right on adjacent staffs.

• Encourages (but does not mandate) POW/MIA flag display at municipal and county public buildings during normal business hours.
