Prohibits abortion of an unborn human individual with a detectable fetal heartbeat, with exceptions only for medical emergencies or serious risk to pregnant woman's health or life.

Requires physicians to determine presence of fetal heartbeat before performing abortion using methods consistent with standard medical practice; determination must be recorded in medical records.

Mandates informed consent procedures including written notice that fetal heartbeat was detected, information about probability of fetus surviving to term based on gestational age, and 24-hour waiting period before abortion can be performed.

Establishes civil liability allowing mothers to sue for wrongful death of unborn child and receive minimum $10,000 in damages plus court costs and attorney fees; creates felony charges for violations.

Creates Joint Legislative Committee on Adoption Promotion and Support with 3 House and 3 Senate members to study adoption process and increase awareness of adoption options.
