Creates a new "Walsh Jesuit High School" license plate allowing vehicle owners to support Walsh Jesuit High School located in Cuyahoga Falls through voluntary contributions.

Requires a $30 contribution per application and registration renewal, plus a $10 administrative fee; contributions go to the license plate contribution fund.

Walsh Jesuit High School must use 50% of contributions for tuition assistance and the remaining 50% for student mental and emotional well-being services including counseling, defensive driving instruction, and bullying/suicide prevention education.

Requires schools with license plates to submit annual reports by December 1st detailing total contributions received, itemized expenditures, and percentage spent on student mental health services; failure to report results in funds being diverted to the state general revenue fund.

Amends section 4501.21 to add the Walsh Jesuit license plate to the list of special license plates whose contributions are collected in the state license plate contribution fund.
