Allows retail food establishments and food service operations to permit dogs in outdoor dining areas, with service animals exempt from any refusal restrictions under federal and state law

Requires establishments allowing dogs to adopt and enforce a policy requiring patrons to control their dogs with a leash or otherwise while in the outdoor dining area

Prohibits dogs from entering outdoor dining areas through any indoor areas of the establishment or operation

Requires dogs to be properly vaccinated in accordance with all state and local laws before being brought into an outdoor dining area

Directs the directors of agriculture and health to adopt rules allowing dogs in outdoor dining areas, including authorization to prohibit dogs during public health emergencies
