Amends section 2909.07 to explicitly prohibit defacing, damaging, destroying, or tampering with residential rental property rented by the offender, whether privately or publicly owned.

Establishes that damaging one's own mortgaged residential property with intent to decrease its value is prohibited if the property owner has been served with a foreclosure summons and complaint.

Defines "residential rental property" as one or more residential premises leased or rented to tenants solely for residential purposes.

Creates new section 3735.411 prohibiting metropolitan housing authorities from accepting tenants or providing federal section 8 housing assistance to persons convicted of criminal mischief relating to residential rental property within the preceding three years.

Establishes criminal penalties for violations ranging from third-degree misdemeanor to fourth-degree felony depending on circumstances and property type involved.
