Establishes a "North Royalton City Schools" license plate available to owners of passenger cars, motorcycles, and other approved vehicles, with design elements selected by the North Royalton city school district.

Requires a $30 contribution per registration and renewal, plus a $10 administrative fee; contributions are deposited into the license plate contribution fund created under section 4501.21.

Directs all contributions to the North Royalton city school district to fund student services supporting mental and emotional well-being, including bereavement counseling, defensive driving instruction, sensitivity training, and education on bullying, dating violence, drug abuse, suicide prevention, and human trafficking.

Requires the school district to submit annual reports to the Department of Mental Health and Addiction Services and the motor vehicle registrar detailing total contributions received, itemized expenditures, and percentage of spending on student well-being services; failure to report by December 31 diverts future contributions to the general revenue fund.

Amends existing license plate contribution fund statutes to add section 4503.876 (North Royalton) to the list of school district license plates subject to annual reporting requirements.
