Authorizes the Ohio registrar of motor vehicles to issue "Post-Traumatic Stress" license plates to owners and lessees of passenger cars, noncommercial motor vehicles, recreational vehicles, and other approved vehicle classes.

Plates must display identifying words or markings designed by the director of mental health and addiction services and approved by the registrar, along with county identification stickers.

Applicants must pay a $40 contribution per registration and renewal, a $10 bureau administrative fee, regular license taxes, and any applicable motor vehicle license taxes.

Creates the post-traumatic stress license plate contribution fund, which receives the $40 contributions and distributes grants to nonprofit organizations that help violence victims recover from post-traumatic stress.

The $10 administrative fee is deposited into the public safety - highway purposes fund to compensate the bureau for additional services required to issue these plates.
