Collects a $30 contribution per vehicle registration and a $10 administrative fee, with contributions deposited into the license plate contribution fund for distribution to Cuyahoga Heights local school district.

Requires Cuyahoga Heights local school district to use contributions for student services supporting mental and emotional well-being, including bereavement counseling, defensive driving instruction, bullying prevention, suicide prevention, and human trafficking education.

Mandates annual reporting by the school district to the Department of Mental Health and Addiction Services and motor vehicle registrar detailing contributions received, itemized expenditures, and percentage spent on student mental health services.

Diverts contributions to the general revenue fund if the school district fails to submit required annual reports by December 31st.
