Creates a new St. Xavier High School license plate in Ohio, available for passenger cars, motorcycles, and other approved vehicle classes.

Establishes a $30 contribution fee per registration and renewal, deposited into the license plate contribution fund and distributed to St. Xavier High School located in Springfield Township, Hamilton County.

Requires St. Xavier High School to use 50% of contributions for tuition assistance to students and 50% for student mental and emotional well-being services including counseling, defensive driving instruction, and education on bullying, dating violence, drug abuse, and suicide prevention.

Mandates annual reporting by the school to the Department of Mental Health and Addiction Services and motor vehicle registrar, with failure to report by December 31st redirecting future contributions to the state general revenue fund.

Implements a $10 administrative fee per registration to compensate the Bureau of Motor Vehicles for additional processing services, deposited to the public safety-highway purposes fund.
