Requires persons to hold a temporary instruction permit for one year (previously six months) before obtaining a probationary driver's license.

Changes the nighttime driving restriction for probationary license holders from midnight to 10 p.m., with different rules based on how long they have held the license (10 p.m. to 6 a.m. for first six months; 1 a.m. to 5 a.m. after six months).

Modifies the definition of probationary license to apply to persons under eighteen years of age (previously between sixteen and under eighteen).

Extends the validity period of temporary instruction permits from one year to two years and six months.

Does not apply retroactively to holders of temporary instruction permits or probationary licenses issued before the bill's effective date.
