Exempts disabled veterans from paying dog registration fees when the dog is certified as an assistance dog and proof is submitted to the county auditor.

Expands the definition of "mobility impaired person" to include veterans of the armed forces or national guard who have been honorably discharged and diagnosed with post-traumatic stress disorder, traumatic brain injury, or any other service-related disability.

Maintains existing exemptions for assistance dogs (guide dogs, hearing dogs, and service dogs) from registration fees and requires permanent rather than annual registration.

Issues permanent registration certificates and tags stamped "Ohio Assistance Dog-Permanent Registration" for qualifying assistance dogs.

Defines "assistance dog" as a guide dog, hearing dog, or service dog trained by a nonprofit special agency to assist persons with disabilities.
