Establishes the DataOhio Board, a 17-member board tasked with recommending standards for public records, technology, accounting, and metadata to facilitate public access to government data.

Requires the Auditor of State to create uniform accounting procedures and charts of accounts within two years; public offices complying earn a "DataOhio Transparency Award—Uniformity of Accounting."

Directs the Auditor of State to operate data.Ohio.gov as Ohio's primary online catalog of public records and data sets, made available in open format at no charge to the public.

Creates the Local Government Information Exchange Grant Program administered by the State Librarian, providing $10,000 grants to counties, townships, municipal corporations, and public libraries that meet eligibility criteria for posting public records online in open format.

Appropriates $350,000 in fiscal year 2018 to the Auditor of State for developing uniform charts of accounts and establishing accounting procedures for all public offices.
