• Nondriver identification cards issued to Ohio residents who are permanently or irreversibly disabled expire on the cardholder's birthday in the eighth year after issuance, rather than the fourth year for other residents.

• The registrar must issue a reminder notice six months before an eight-year card expires and adopt rules governing documentation required to certify permanent or irreversible disability.

• Residents who are permanently or irreversibly disabled and currently unemployed are exempted from all identification card issuance fees, including lamination fees.

• Permanently or irreversibly disabled unemployed residents are also exempt from fees when obtaining duplicate or replacement identification cards.

• "Permanently or irreversibly disabled" is defined as a condition of disability from which there is no present indication of recovery.
