Require state agencies and public officials or employees to obtain General Assembly approval before agreeing to any consent decree or court-approved settlement agreement that would alter or prohibit enforcement of Ohio state law.

Grant the General Assembly 90 days from application submission to enact a bill approving the consent decree or settlement agreement.

Declare any consent decree or court-approved settlement agreement that alters or prohibits enforcement of state law void if agreed to after the bill's effective date without General Assembly approval.
