Sub. H.B. 31 Summary

• Revives the RECLAIM Advisory Committee, composed of nine members including juvenile court judges, state agency directors, and legislative representatives, to oversee the RECLAIM youth services program.

• Eliminates commission fees for officers appointed by the Governor, while retaining fees for county court judges ($2) and other compensated officers ($5).

• Abolishes the Government Contracting Advisory Council, the Local Government Innovation Council, and various defunct boards through repeal of multiple Revised Code sections.

• Eliminates electronic notaries by removing provisions that allowed notarization through electronic communications devices and electronic signatures.

• Requires the Director of Development Services to report to legislative leaders by August 1, 2018 on the effectiveness of the repealed Local Government Innovation Program.
