Amends Ohio Revised Code section 2907.07 to restructure penalties for the offense of importuning (soliciting sexual activity).

Establishes mandatory prison terms for violations of division (A) or (C) (soliciting children under 13): felony of the third degree on first offense, felony of the second degree if offender has prior sexually oriented or child-victim oriented conviction.

Creates mandatory prison terms for violations of division (B) or (D) (soliciting minors 13-15 years old): felony of the fifth degree on first offense, with mandatory prison if offender is 10 or more years older than victim; felony of the fourth degree with minimum 12-month sentence if offender has prior relevant conviction.

Applies mandatory prison sentencing framework rather than presumption of prison term under prior law for all importuning violations.
