Registrar of Motor Vehicles must establish a 6-month driver's license reinstatement fee debt reduction and amnesty program within 90 days of the bill's effective date.

Eligible applicants are those with suspended licenses from qualifying offenses (specifically excluding offenses involving alcohol, drugs of abuse, or deadly weapons) who have completed all court-ordered sanctions except fee payment and waited at least 18 months since suspension ended.

Applicants receive debt reduction by paying either the lowest fee owed or 10% of total fees owed (whichever is greater) for multiple offenses, or 50% of the fee for a single offense.

Indigent applicants participating in the supplemental nutrition assistance program can apply for complete amnesty (full waiver of fees) by providing proof of indigence to the Registrar.

Registrar must conduct public service announcements and post program information on the Bureau of Motor Vehicles website describing eligibility requirements and how to apply.
