Amends Ohio Revised Code sections 5101.26, 5101.27, 5160.45, and 5160.46 and enacts section 5167.15 regarding access to information about public and medical assistance recipients.

Prohibits disclosure of public assistance recipient information except as permitted by the bill, federal law, or administrative rules, with exceptions for administration of assistance programs, law enforcement investigations, child protective services, and medical assistance programs.

Requires written authorization forms for releasing medical assistance recipient information that must include specific details about what information is disclosed, who receives it, the purpose, expiration date, and the recipient's right to revoke authorization.

Permits Medicaid managed care organizations to receive and use recipient information under the same restrictions as the Department of Medicaid and requires these organizations to comply with information disclosure requirements as if they were the state department.

Establishes an effective date of 180 days after the bill's enactment for amended and newly enacted provisions.
