Requires two wildlife officers and one boat per region in both Lake County and Sandusky region to enforce laws on state waters.

Mandates commercial fishing licensees use vessel and catch monitoring devices, with licensees bearing all installation and maintenance costs.

Prohibits setting, using, or maintaining nets or trotlines within 4 nautical miles of specified reference points at Vermilion, Lorain, Cleveland, Ashtabula, and Conneaut harbors from June 1 to October 15 each year.

Prohibits nets or trotlines within 8 nautical miles of Fairport harbor's west breakwater light from June 1 to October 15 each year.

Requires the chief of wildlife division to make public vessel monitoring system and electronic catch reporting information from licensed commercial fyke net and trap net fishers available on the department's website.
