Creates a new "Grandview Heights Schools" specialty license plate allowing vehicle owners to support the Grandview Heights city school district through voluntary contributions.

Requires a $30 contribution per registration or renewal for the specialty plates, with funds directed to the license plate contribution fund and distributed to the school district for gifted programs and special education services.

Includes a $10 bureau administrative fee for processing the specialty plates, credited to the public safety-highway purposes fund.

Allows the Grandview Heights city school district to select words and markings for the license plate design, subject to registrar approval and standard county identification sticker requirements.

Amends section 4501.21 to add section 4503.909 to the list of sections contributing to the state license plate contribution fund, establishing the mechanism for collecting and distributing specialty plate revenues.
