Allows any person with a valid concealed handgun license to carry a concealed handgun in a courthouse, courtroom, or government facility of Ohio or a political subdivision, unless the political subdivision has enacted an ordinance or policy prohibiting it or the court has enacted a rule prohibiting deadly weapons.

Modifies existing Ohio Revised Code sections 105.41, 123.011, 2923.122, 2923.123, and 2923.126 to permit concealed carry in previously restricted locations with certain exceptions for judges, magistrates, peace officers, and other law enforcement officials.

Permits firearms to be stored or possessed in locked motor vehicles in state underground parking garages at the capitol building and parking garages at the Riffe Center for Government and the Arts, provided the possession does not violate other state firearms laws.

Maintains existing prohibitions on carrying firearms in school safety zones, private college/university premises (unless in locked vehicles or authorized by institutional policy), places of worship (unless permitted), and federal restricted areas.

Defines "government facility" to include buildings owned or leased by the state or political subdivisions where employees regularly perform official duties, and establishes that individual courts and political subdivisions retain authority to prohibit firearms through local rules or ordinances.
