Amends section 2905.05 to create four prohibited offenses involving soliciting, coaxing, enticing, or luring children under fourteen years of age, with varying conditions and penalties ranging from first-degree misdemeanor to fourth-degree felony.

Prohibits any person from enticing a child with sexual motivation as an additional criminal offense separate from the base enticement prohibitions.

Establishes that a registered sex offender who violates the criminal child enticement statute commits a tier I sex offense, subject to sex offender registration and notification requirements.

Amends section 2950.01 to add criminal child enticement by registered sex offenders to the definition of "tier I sex offender/child-victim offender" offenses under Ohio's sex offender classification system.

Repeals existing versions of sections 2905.05 and 2950.01 and replaces them with the amended provisions.
