Amends Ohio Revised Code sections 4505.101, 4513.601, and 4513.611 to require towing services to send only one notice to vehicle owners and lienholders after a vehicle is towed from a private tow-away zone, instead of multiple notices.

Requires towing services to search motor vehicle bureau records within three business days of removal and send notice within five business days to the owner's and lienholder's last known addresses by certified or express mail with return receipt requested.

Allows towing services and storage facilities to obtain vehicle title if the vehicle remains unclaimed for 60 days after the earliest notice is received or delivery is confirmed impossible.

Establishes civil liability for towing services that commit major or minor violations, with vehicle owners able to recover damages ranging from $150 to $3,500 depending on violation type and prior violations within one year.

Defines requirements for private tow-away zones including signage (18" x 24"), vehicle delivery location standards, photograph documentation, and law enforcement notification procedures.
