Creates "Stan Hywet Hall and Gardens" specialty license plates available to owners/lessees of passenger cars and other approved vehicles in Ohio.

Requires $15 contribution per registration/renewal that deposits into the license plate contribution fund, plus $10 administrative fee deposited to the public safety-highway purposes fund.

Adds section 4503.595 to the Revised Code establishing application procedures, plate design (with logo/words approved by Stan Hywet Hall and Gardens), and county identification stickers.

Amends section 4501.21 to include section 4503.595 in the existing license plate contribution fund framework and directs registrar to pay contributions to Stan Hywet Hall and Gardens.
