Amends Ohio Revised Code section 3701.501 to require screening of all newborn children for spinal muscular atrophy beginning on the effective date of the amendment.

Specifies that the Director of Health shall adopt rules designating spinal muscular atrophy as a required disorder for newborn screening, consistent with existing screening requirements for other genetic, endocrine, and metabolic disorders.

Creates a newborn screening advisory council of 14 members appointed by the Director of Health to evaluate genetic, metabolic, and endocrine disorders and recommend which disorders should be included in screening programs.

Maintains existing provisions for parental exemptions based on religious beliefs and for Krabbe disease screening (limited to first-tier testing only).

Establishes fee collection structure for newborn screening services, with minimum $14 fee per screening disbursed to genetics services fund and sickle cell fund to support related programs.
