Amends Ohio Revised Code sections 4303.021 and 4303.041 to revise regulations governing spirituous liquor sales by micro-distilleries holding A-3a permits.

Allows A-3a permit holders to sell spirituous liquor in sealed containers for off-premises consumption at either the manufacturing location or at A-1-A permit premises issued to the A-3a permit holder, with sales limited to in-person transactions only.

Prohibits A-3a permit holders from shipping, sending, or using H permit holders to deliver spirituous liquor to consumers.

Expands A-1-A permit (retail tasting) location radius for A-3a permit holders to allow operation of up to three such locations under a single A-1-A permit without the two hundred feet distance restriction.

Sets A-3a permit fee at two dollars per fifty-gallon barrel and maintains existing restrictions on tasting samples (maximum four per person per day, not exceeding one-quarter ounce each).
