Amends section 4501.21 and enacts section 4503.879 to create a "West Technical High School Alumni" specialty license plate in Ohio.

Owners or lessees of passenger cars, noncommercial motor vehicles, or recreational vehicles may apply for the specialty plates, which must display an appropriate logo and words approved by the west technical high school alumni association.

Drivers obtaining the plates must pay a $20 contribution to the license plate contribution fund, a $10 administrative fee, plus regular license tax and applicable fees.

The $20 contribution from each application and renewal goes to the license plate contribution fund, with the $10 administrative fee going to the public safety - highway purposes fund.

Sections 4503.77 and 4503.78 do not apply to these specialty plates.
