Creates new offense of counterfeiting in section 2913.30 covering falsely making, forging, altering U.S. currency, obligations, securities, and unauthorized access devices with purpose to defraud.

Establishes tiered felony penalties: fourth degree (base), third degree ($5,000-$100,000 value or 5+ access devices), second degree ($100,000-$1,000,000), first degree ($1,000,000+), with mandatory fine of at least $500 for fourth degree.

Adds counterfeiting to the definition of "corrupt activity" under the Corrupt Activities Law (section 2923.31), allowing prosecution under racketeering statutes for patterns of counterfeiting offenses.

Permits prosecution for counterfeiting without precluding prosecution for related fraud offenses (sections 2913.02, 2913.31, 2913.32), but charges based on same conduct and victim constitute allied offenses.

Includes detailed definitions of "access device" (debit/credit cards) and "obligation or other security" (U.S. currency, bills, coins, bonds, checks).
