Creates a list of validated risk assessment tools maintained by the state Criminal Sentencing Commission within 90 days of the bill's effective date.

Allows nonmonetary bail conditions as an alternative to monetary bail requirements in appropriate cases.

Mandates courts collect detailed data on bail decisions, pretrial release outcomes, defendant failures to appear, and harm caused by released defendants.

Requires the Criminal Sentencing Commission to monitor court bail-setting policies and report findings to the General Assembly biennially by December 31st of even-numbered years.
