Establishes the Ohio Health Care Plan as a universal, single-payer health insurance system covering all Ohio residents and individuals employed in the state, administered by a new Ohio Health Care Agency under an Ohio Health Care Board.

Creates a 15-member Ohio Health Care Board elected through seven regional health advisory committees (one representative per county), with the Director of Health as an ex officio member, establishing regional oversight and governance structure.

Provides comprehensive health benefits including inpatient/outpatient care, emergency services, prescription drugs, dental, vision, hearing care, mental health services, and home health care with no copayments or deductibles for enrolled participants.

Funds the plan through employer payroll taxes (up to 3.85%), business gross receipts taxes (up to 3%), and individual income taxes (6.2% on wages exceeding Social Security limits and 5% on adjusted gross income over $200,000).

Seeks federal waivers to obtain Medicare, Medicaid, and CHIP funding and negotiates with federal government to include federal employees in the plan while establishing mechanisms to control costs and ensure provider participation.
